A. Introduction


Indian Veterinary Council Act, 1984 (52 of 1984) was enacted in 1984 and was published in the Extraordinary Gazette of India dated 21st August, 1984 to regulate veterinary practice and to provide for that purpose, for the establishment of Veterinary Council of India and Veterinary Councils and the maintenance of Registers of veterinary practitioners and for matters connected therewith.

Subsequent to enactment of the Indian Veterinary Council Act, 1984, the state Government (Ministry of Agriculture and animal husbandry) vide Gazette Notification dated 14th April, 1988 for the first time constituted the Rajasthan Veterinary Council by nominating the Members as per the provisions of section 32 of the Act. Further, nominations were made by the state Government from time to time to fill up the vacancies. The first election of Members to the Council under Section 32c of the Act was conducted by the State Government in 1992 and thereafter in 2005.

The Rajasthan Veterinary Council is a body corporate and consists of 11 Members (4 nominated, 4 elected, & 3 ex-officio).

Since its inception, the Council has been receiving 50% grants-in-aid from the Department of Animal Husbandry & Dairying, Ministry of Agriculture, Government of India and 50% from State Government under a Plan Scheme namely "Professional Efficiency Development" for undertaking the activities of the Council.

The Rajasthan Veterinary Council has constituted the following Committees from amongst the Members as per the provisions of the Act and Regulations framed thereunder: -

1. Executive Committee
2. Finance Committee
3. Regulation Committee, and
4. Disciplinary Committee
5. Education Committee


The office of the Council has 6 posts as approved/created by the Department of Animal Husbandry & Dairying.

As per the provisions of section 62 of the Indian Veterinary Council Act, 1984, the Accounts of the Council are to be audited by the Comptroller and Auditor General of India or any person appointed by him in this behalf. The Audited Accounts along with Audit Certificate and Annual Report of the Council are submitted to the State Government.


B. OBJECTIVES


  • To prepare and maintain the Rajasthan State Veterinary Practitioners' Register containing the names of all persons who possess the recognized veterinary qualifications.

  • Effective implementation of the standards of professional conduct, etiquette and code of ethics to be observed by veterinary practitioners lay down by Veterinary council of India.

  • To regulate veterinary practice in the State.

  • To advise the State Governments on all regulatory matters concerning veterinary practice and education.

  • To frame regulations

  • To implement the provisions of the Act, and Rules and Regulations framed there under in the State.

  • To improve professional efficiency among the Registered Veterinary Practitioners .


C. COMPOSITION


The Rajasthan Veterinary Council is a body corporate by the name aforesaid, having perpetual succession and a common seal, with power to acquire, hold and dispose of property, both movable and immovable, and to contract and shall by the said name sue or be sued. As per the provisions of Section 32(1) of the Act, the Council consist of the following members, namely:-

a) Four members are elected from among themselves Veterinary Practitioners Registered in the Veterinary register;
b) The head of Veterinary Institutions, if any, in the States, ex-officio;
c) Three Members nominated by the State Government;
d) The Director of Veterinary Services of the State (by whatever name called), ex-officio;
e) One Member to be nominated by the State Veterinary Association if any;
f) Registrar of the Veterinary Council, ex-officio.


D. ACTIVITIES & ACHIEVEMENTS


  • Registration of Veterinarians having degree of B.V.Sc. & A.H. from universities, recognized by Veterinary Council of India as per section 24 of IVC Act, 1984.

  • To prepare Rajasthan State Veterinary Practitioners' Register as per provision of section 44 (2) of IVC Act, 1984 (Link).

  • To Frame rules for the effective implementation of Indian Veterinary Council Act, 1984.

  • To constitute a Disciplinary Committee as per the provision of IVC Act, 1984.

  • To hold Orientation Training Programme to update the Knowledge of Veterinarian/ Paravets regarding the IVC Act, 1984, Rajasthan State Veterinary Council rules 1988, and various regulation made by Indian Veterinary Council.

  • To hold seminar / workshop / zonal meeting to uplift the professional efficiency of the Registered Practitioners.

  • To prepare Electoral Roll for purpose of election of 4 registered practitioners as per the section of 32 of IVC Act, 1984.

  • To furnish copies of State Veterinary Practitioners Register to IVC as per the provision of section 23(4) of the Act.

  • Renewal of Registration as per the provision of section 48(2) of IVC Avt, 1984.

  • Removal of name from the Register as per the provision of section 49(1) of the Act.

  • Transfer of the Registration as per the provision of the section 52 of the Act.

  • To monitor the professional conduct etiquette and code of ethics of the professional.

  • To pay one fourth of the total fees released by the state council to VCI before the end of June in each year as per the provision of the section 61 of the Act.

  • To restore the name of the Practitioners as per the provision of section 50 of the Act.

  • Printing of State Veterinary Register as per the provision of section 51 of the Act.

  • To take action against unregistered practitioners as the provision of section 57 of the Act.

  • To take action against the person not possessing a recognized veterinary qualification or not being a person registered in a register, take or uses description of veterinary Practitioner or an abbreviation indicating or implying such qualification.

  • To add additional qualification as per provision of Section 26 of the Act.

  • Effective implementation of Continuing Veterinary Education for Paravets.
